I don't know about San Jose, don't *think* they have rent control, but don't take my word for it.
Call the # you found in the phonebook, they'll know. If you are not a tenant, you may have to pretent to be one to get them to talk to you. When I called San Mateo, they just gave me the # of the lawyer referral service. So I had a "tenant" friend call back to get the info I needed.
Maybe you can post a follow-up with the results.
