I don't know where you're located, but this is the very tactic which was running rampid in the Dallas/Ft.Worth market back in the early 80's, and was one of the causes of the collapse of the market there. I am sure that the tactic of inflating appraisals is illegal in most states. I would suggest that you contact your State Attorney General's office to see what recourse you may have.
