Tracking Default

I am aware of a home in my area, San Bernardino County, California that is currently not in default but make be soon. How can I track to see when the first notice of default is given. I want to may an offer directly to the bank before foreclosure and reposession takes place. The current loan is approximately $96,000. Property is the area is selling through HUD and the adverage is $66,000. Sales with private owners are not moving in this area.
