how diferent states work

: I am a mortgage broker/licence lender.
: I run into problems when I work with banks out of my area
: example a lease purchase we do not record a lease purchase because the borrower does not own the propirety. if he does not go thru with the deal the seller can keep his money 
: I am in florida by the way. the bank in another states says we always do record and is holding up my closing.
: I find ever state has different rules and might not get the proper 
: disclosures or protection when deal ing with some one from a different state.
