It's not ethical, but I really have no idea if any laws were broken.

I'm consistently surprised by all the "lies, extortion and fraud" that's perfectly legal and approved by the government.

Did you file a complaint with the licensing agency? That's one way to find out ...

And, why didn't you mention the name of that company? You wouldn't want to hurt their business? :)
