No, they mean it's proprietary. That means that even though they have possession and free use of the models, they do not own them nor can they reveal information about them.
Fair, Isaac models belong to (shockingly enough) Fair, Isaac. Calling up Experian, Equifax and Trans Union and asking them to tell you everything about the model is a waste of your time and their time and an unscrupulous attempt to make credit bureaus look sinister. What did you expect them to do, provide you with the modeling software so you could use it to your heart's content? If I were Fair, Isaac and someone did that, I'd not only sue... I'd go there with a pump shotgun and mow people down.
Conspicuously absent from your site is the long correspondence with Fair, Isaac to determine how to get the best score. Since you hassled "several" credit bureaus (Trans Union, Experian and Equifax) I can't help but wonder why you didn't contact and/or post info from Fair, Isaac and company?
