Need advice on a ridiculous dispute

I have now thrice disputed a negative report by Citibank's Student Loan Corporation. In November of 1996, I became unemployed and requested a deferment of my student-loan payments. Due to bureaucratic snafus of one sort of another, it took more than six months to grant the deferment. However, once the deferment was granted -- and it was, in accordance with federal law -- it was backdated to cover the period from December 1996 through December 1997. Citibank however reported late payments through the first several months of 1997 until the deferment was granted.

Now, any reasonable person can see that by backdating the deferment to cover the entire period of the "late" payments, it makes it as though there NEVER were any late payments. But Citibank refuses to remove the late payment information, which includes a 90+ day late.

I am at my wits end. I asked them for a letter to document the deferment and they instead sent a letter saying, "Yeah, you had the deferment but you were still late. Nyah Nyah." Well, I am paraphasing, but the letter as it stands will not likely get the bureaus to see the world my way. Ironically, when testing my world view on the phone with bureau reps, they all agree with me. But Citibank keeps on "verifying" the information as correct.

What should I do?

Mark
